for the CSS; give “inline & defer CSS” a go, more info in the AO FAQ

for jQuery; it is excluded from optimization by default because a lot of themes/ plugins expect it loaded early, but try removing it from the JS optimization exclusion list and test if everything still works?

for GTM: try adding it to the async field on the extra tab and test to make sure everything works.

that typically is to be configured at the web server level, see e.g. https://www.keycdn.com/support/cache-control for info on that Marco.
