Some growers honor the cache, others don’t. Why

I am testing Hummingbird Pro with Cloudbase CDN across multiple computers and operating systems.
I have 4 main pages to navigate between on my site, and I have the “Identify Cached Pages” option enabled so I can sure sure if the page is working or note.
On the server Hummingbird works exactly as designed — and is a thing of beauty on browsers that honor the cache. Page are slower to load the first time — but once loaded a cache is built and from that point on the page load is instantanious. Its wonderful!
But some browsers — even on the same computer — don’t honor the cache.
I have Safari, Chrome and Firefox running side-by-side on the same. Firefox loads the cached pages wicked fast. Safari and Chrome don’t get the cached files — unless I manually clear the browser cache in each browser — and in come cases that doesn’t work either.
What’s the best practice to make sure the most people get the cached pages?
