Just to confirm, are you using the official WooCommerce PayPal solution?

I can see a similar report about it here, but it should be fixed by now. Can you please confirm if one of the orders has no shipping/billing details, as mentioned in the report?

Could you also attach a copy of your site’s System Status report? You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support” (after you scroll down a bit)”. Once done, please paste it here in your reply or via a text-sharing service like https://gist.github.com/.

They are saying nothing appears to happen so they try again.

It might be hard to troubleshoot given that the issue is intermittent. But could you share with us screenshots of one set of the affected duplicate orders?

Remember to blur/remove all sensitive information (emails, names, billing/shipping addresses, IP addresses).

Sounds good! It’s less likely that the core WooCommerce plugin caused the issue though, it could be another plugin (likely caching/optimization plugin) causing customers to place orders twice.
