yes i know, but there is just 1 icon, that is RSS, even when I press ADD NEW again, see it

It’s correct.
You click on “Add New” Then choose your icon and other cases.
See it.

in my theme there is no dropdown option in social icon. how to fix it??

I just installed a fresh version of v3.1.0 and the dropdown for social icons is there. It could be some problem with your theme or Addons plugin installation or a conflict with another plugin on your site.
