Social links menu not shown under Menu options

The social links menu is powered by the Jetpack plugin, and it appears the Jetpack connection for your site is currently broken:

Please try disconnecting and reconnecting Jetpack, and then check if the option to assign a social links menu appears.

Also just to clarify, you’ll create a regular custom menu, adding in your social media profile links as custom URLs. You then need to assign that menu to the Social Menu area, the way your regular menu is assigned to the Primary Menu area.
