The “already optimized” status (on your screenshot) refers to the compression of image files. It means that this particular image was already compressed by Smush to some degree but it doesn’t “check” how Page Speed could possibly “rate” such image.
The fact that PageSpeed reports some images that have “already optimized” status, doesn’t really mean that Smush is not working. Usually, it means that either PageSpeed “thinks” that there could be more compression applied (which sometimes is true but sometimes could lead to severe image quality degradation) or that PageSpeed actually detected other issues than just related to file compression.
To start with, please try clearing all caches on site/server, letting them get re-built and then running PageSpeed test again. This alone can often “sort” issues by giving PageSpeed access to a “real” up to date site data.
If it doesn’t help, can you please share exact message that PageSpeed gave you about these images? I just tried to run PageSpeed check on your site multiple times but it always returns error on access to your site for me. Hopefully it’s just temporary but still – at this moment I don’t know what exactly PageSpeed said about images.
Let me also know (a screenshot would be helpful) what are current settings on “Smush -> Bulk Smush” page and if you have Lazy Load enabled in Smush.
