SMTP Error: Could not connect to SMTP host.

I’ve configured the settings per the documentation and with the parameters provided by the SMTP provider.
I get the following useless error message
Heads up! The last email your site attempted to send was unsuccessful. Email Source: Health Check & Troubleshooting Mailer: Other SMTP SMTP Error: Could not connect to SMTP host. For more details please try running an Email Test or reading the latest error event.I say useless because clicking the link to read the latest error event. There is no useful information there either.
