Slow initial page load, also on wp-login.php

I’m experiencing the “slow initial page load” issue with WordPress which many users seem to have. On first load, TTFB takes about 8 to 9 seconds. After that everything will be very quick. From my research, people suggest to optimize the page, use a caching plugin, disable plugins one by one to find the culprit and so on.
However, I noticed that the slow initial page load issue also happens when opening WordPress’ wp-login.php page. This is somewhat confusing me because when opening wp-login.php my website itself of course isn’t loaded at all but just WordPress’ login screen. So this means that all the tips listed above to solve the slow initial loading don’t really apply because the slow initial load also happens when my website isn’t loaded at all but just the login screen.
So does the fact that the problem also occurs when just opening wp-login.php mean that the problem must be on my hoster’s side or how would you interpret this behaviour?
