Slim Stat Help : Basic, Basic Question

My bounce rate reads: Bounce rate 1,38% .

Everywhere else on the page the ‘,’ counts as a ‘.’. So, is this telling me that my bounce rate is 1.38% or 38%? If it’s 38%, what does the 1 mean.
