Slider theme and popup articles

  • Good Morning,

    I have a university work to do and have to decide on the most appropriate platform for it.

    The idea is to make a thing like this site: https://turismo.cmhorta.pt/index.php/en/

    From what I understand the WP is the best CMS, but this example is done in joomla.
    My question is whether you can do the concept in which the images are changing slide and texts are like that in the lower left corner through the WordPress?

    Anything you see on a website is possible through WordPress. WordPress does not limit the use of CSS, HTML and JavaScript.

    I’m a begginer on WP, so can anyone tell me if there is any theme or plugin that allows to reproduce the layout of that site?
