edit header.php;
move this section:

<nav role="navigation" class="site-navigation main-navigation">
...
		</nav>

to after this line:

<?php } // if ( ! empty( $header_image ) ) ?>

might need some adaptations to the styles … in which case, please post a link to your site if you need help.
