Size thumbnails on blog site

Hello!
Is it possible to change the default image size in the entry thumbnail (in category blog)?
I add photos with a width of 1200px.
The size of the image in the template is 400px.
On mobile devices an image with a width of 400px is displayed (I have set in Settings -> media -> thumbnail)
But on the deksktop, the original size 1200 is displayed and scaled up to 400px. This results in a long page load.
Can I set to always display a thumbnail?
Thumbnails are not displayed in the post but I still want to add them in the width 1200px because it’s faster.
