Size limit notification not appearing

I tried for a couple hours to get file to import into a wamp install, it just stopped at 100%, nothing else, no message, nothing, no guidance on website, that kinda s**ks. At least script something in to save people time. I had to search around to find out what the max size was and what do to, why would you want to waste peoples time, just tell them up front what the limit is and let me decide what they want to do. I see this so many times with WP plugin developers who are great at coding but not a clue on customer service and ultimately waste a lot of peoples time.
