sitemap.xml not indexed as blocked by noindex robot tag.

I’ve disabled xml sitemaps by Autollo and enabled Yoast sitemaps. I’ve submitted the new sitemaps to google search console but my SEO people still say that I have a bunch of URL ending /?s= which are ‘Blocked (No Follow Attribute)’. Most of these are search results showing no search results but some are duplicates of live pages.
Anyone know what’s going on?
