Sitemap contains urls which are blocked by robots.txt.

I have just installed this and create the Sitemap.xml file, but Google Webmaster Tools says “Sitemap contains urls which are blocked by robots.txt.”
I don’t know how much more open my robots.txt file can be?
My virtual Robots.txt says:
User-agent: *
Disallow:
Sitemap: https://DOMAIN/sitemap.xml
