Site slow – wp-settings.php takes 50 or more seconds

I’m more of a developer than a webmaster. My site is extremely slow. For some reason wp-settings.php seems to be the culprit, taking 50 or more seconds. How do I track down what the problem is? wp-settings.php seems to be doing a lot.
