Site Lockout Notifications

I have received similar messages to this: A host, 144.76.95.231(you can check the host at https://ip-adress.com/ip_tracer/144.76.95.231) has been locked out of the WordPress site at https://xxx.com until Sunday, September 29th, 2013 at 6:16 am due to too many attempts to open a file that does not exist. You may login to the site to manually release the lock if necessary.
Sooner or later, this idiot will probably figure out how to break in. Is there a way to permanently block this person, so the time restraints are forever?
