Site like hearthpwn.com – need wordpress wizard.

Hello – dont know if anyone can help me.

I want to create a forum wordpress website, where users can upload files to the website and have them rated. The things they upload should go into different categories. So basicly i want something a lot like https://www.hearthpwn.com.

I dont need a database of the cards like they use. I just need my users to upload files and give a brief description and fill out a form of some sorts.

The main thing would be the insanely smart search method on hearthpwn.com – where u can click a class and then see the top rated decks for that class.

If someone wants to help me i would appreciate it a lot. And dont have that much money to spend on my idea yet, but i can give a small amount for some sparring. I dont have a lot of WordPress experience, but i am a fast learner.
