The whitelist/blacklist country/continent option is a very powerful tool and what you do with it can have detrimental effects if not used properly, especially if you also use the option block on entire site.
Blocking every country but Ukraine does exactly what it says it will do and blocks every country except Ukraine, if Google attempts to index your site using a server outside Ukraine and you are also using ‘block on entire site’, or it tried to index pages you are blocking on, it will be blocked from those pages.
I should really move the “treat country list as whitelist” option to the advanced options tab to avoid this confusion.
You are better off using the Custom Rules feature provided on the proxycheck.io dashboard for certain things.
If you want to do things as you currently are then a rule like this which changes Google IP’s to appearing as if they are Ukraine would work:
