site displays theme tags when logged in to admin

I attempted to install a plug-in for a site I manage and the install hung. I re-tried and it worked the second time. But now, whenever I view the site while logged in as admin, these red boxes with theme tags display on every page.

This is the site:

and it should display normally when you view it. But when I am logged in to admin, I see the following :
