Site comes up on Bing and Yahoo, but not Google.

For some reason my site comes up when you search it on Bing and Yahoo but only my social media sites come up on Google.
The problem that is coming up on Yahoo and Bing is that the “title” That I have given for the website (Higher Promos | Elevate your Promotions to a Higher Level!) is not coming up at all as the title. All it says is higherpromos.com. It also is reading “We would like to show you a description here but the site won’t allow us.” instead of what I put in the meta section.
As far as Google goes, my robots.txt file is reading

# Block all robots
User-agent: *
Disallow: /but for some reason the website is still blocked. Any suggestions?
