Site Broken – Connection Reset

I have had issues since last Thursday, it started with when I would upload a new image in my media browser the meter bar would go back and forth and then I would get an error.
Then when I would hist post or save I would get:
The connection was reset
The connection to the server was reset while the page was loading.
The site could be temporarily unavailable or too busy. Try again in a few moments.

? If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web.—-
I called GoDaddy thinking this was a host issue, they expressed that it was probably because my site was under brute force attack. Or they didn’t say that, they said someone was trying to login repeatedly — and when I searched forums I determined this is what was happening.
I took the following actions:
I installed Better WordPress Security to get the logs
I added .htpasswrd access to my .htaccess file
I changed permissions to wp-admin fileThe problem still persisted. I thought I had made an error so I systematically reversed what I had done and then tried to troubleshoot the problem. Going down to the base theme, turning off my plugins – you name it, I’ve done. I’ve upgraded my hosting – I purchased another domain and installed WP within the same hosting package — and get the SAME error when I try to do anything in that dashboard.
GoDaddy has stated that it is now my IP issue, because they are able to see my site, when I can’t see my site.
I can’t login, I can’t make any changes. I’m at a loss. Should I just uninstall and try all over again? My website/blog has been in operation since 2009.
