Site Breaks When W3 is Activated

I am able to log into the back end of my site and view my site as an administrator, but if I am logged out or load the site in an incognito window I just get a bunch of random characters. When I deactivate the plugin the site works fine (and when I say fine, I mean it runs very slow and needs the caching plugin). See for yourself https://test.ilparkansas.com/
