“Site Accessible to Everyone” showing content only when logged in

I have “Site Accessible to Everyone” selected. However, my main directory user content is only showing to users who are logged in.
I do not have any “Restricted Access to Posts” or “Restricted Access to Taxonomies” boxes checked.
This issue started with recent update to version 2.1.6.
I disabled all plug-ins to troubleshoot for conflicts but was not resolved.— Site Info —
