Single discount applied twice

    I apply a discount according to the payment method, while showing it correctly on the payment screen, woocommerce applies a discount again at the rate I specified to the discount in the orders section and undercharges. In short, it applies a discount and applies a discount again to the discount rounds.
    For example.

    product price:1000$
    Discount: 10%
    Discount amount 10$
    However, it applies a 10% discount ($1) on the discount amount of $10, resulting in $899.
