What you are describing is exactly what a multisite network does. Plugins work either network activated (that is, turned on in the network admin for ALL sites) or single site activated (activated only in the dashboard of individual sites).

    thank you, will look.

Just one question, can the setting of the plugin be also shared across network?

The settings can only be network wide is the plugin is network activated. Not all plugins can be network activated however.

This last thing does not sound correct to me. Even if we network activate a plugin, it will have different settings for each site. So they are not the same for the whole network.

    Hi Nikolay!

I suppose it depends on the plugin – both the function it performs and how it’s coded to deal with multisite – but generally, if you network activate a plugin, it’s settings are set in the network admin, and are network wide.

This is only if the plugin is specially made for multisite. And most are not, so when they are network activated, they behave as if they are activated on every single site separately. This is my understanding of things at least ??
