Single background image for multiple rows

You can add a background image to a row by editing the row and clicking the Design tab on the right.

It’s not possible to add a background image that spans multiple rows.

You can create a layout within a widget using the Layout Builder widget.

Is there a way to make background transparent?

Sure.

Not from within Page Builder’s options, no. Perhaps in the future. There is no easy way to set background-image opacity. If you have a developer to help out this is where you might start working on the problem:
