Simple CSS Change: BLOCKQUOTE

Hi.
I had my website restored to a previous date and it seemed to have messed with some of my codes particularly the Block Quote.
Before it had the “” but now it’s just a plain | See images below:

I want to change it back to “” but I’m not sure how to do that. Below is the CSS
