Simple Cart System That Emails Order Rather than Checkout

Hello-

I have a client who sells products that are unique to each order. It’s a modular system, so what they are wanting is a cart system where their customers can go through their modules, select the ones they want, in the combination they want, and add them to a cart. Then, instead of checking out, the client want the order to be submitted as an email and they will contact the customer directly.

The module product system isn’t a problem thanks to Advanced Custom Fields, but I’m having a hard time finding a plugin that has a cart system that will simply email the order, skipping the checkout process. I was initially thinking just using WooCommerce with a plugin to remove payment, but it’s way more complicated than what I’m needing.

Anyone have ideas?
