similies Not clickable!

I have similies shown both on the edit toolbar and the comment area,but they are not clickable!!! when I click any of the simlies,nothing happens.what is,there is no code ,like :?:,inserted into the textarea.feels like the similies are just pics hung on the page.
any ideas??
