Sidebars contents are deleted if hidden

I have two roles:
a) “Editor A” who has privileges to see/edit “Sidebars A” but not “Sidebars B” and to use “Widgets A” but not “Widgets B”.b) “Editor B” who has privileges to see/edit “Sidebars B” but not “Sidebars A” and to use “Widgets B” but not “Widgets A”.
Problem ex.: When “Editor A” edit any of his Sidebars content(“Widgets A”), “Sidebars B” content (“Widgets B”) are removed and placed in “Inactive widgets”, and the front is obviously affected.
