side bar i give up

My side bar is at the bottom??!!
I have spent the last 6 week scrolling through all the forums etc with heaps of great info but nothing works.
I GIVE UP.
I cant find most of what people suggest to others.
Im new at this and now totally lost.
I know this topic has been beaten to death but I cant make sense of most of what is suggested staring aimlesly at my css, single forms, side php the list goes on getting me now where.
Mentioned about page width % etc etc but I cant find these anywhere in the CSS
If I had edited something wrong the ungrade didnt fix it so I guess its something else.

I can change the css and get it to the right but thats it
