Shows for wrong states after cache purge

Hello,
I set up a banner to show to all countries other than Australia and also to Northern Territory, Western Australia and Tasmania. This is because my client is not allowed to sell their plants to those countries and states and they needed a banner to tell this to visitors from those locations. Rather than manually add the code to every page and post, I used a plugin called “Head, Footer and Post Injections” to insert the code in the header of all pages and posts at once. The banner slug is “no-sale” and the code I inserted was this:

At first it worked perfectly but later it started showing for every state, including those not on the list, e.g. Queensland, where we are located. The only change was the cache was purged, as it is set to do so automatically. Could this be causing the issue, or have I done something else wrong?

I have turned everything off for now, but can turn it back on, if you need to see the problem first hand.
