Showing photo gallery to non-logged in users

Is there any way to have the photo gallery visible to everyone, regardless of whether they are logged in or not?
I am wanting to have the photo gallery as part of the individual’s public profile but I can’t figure out a way to do this.
Right now the Photos tab shows up on the public profile but it just says “No photos found” even there are 5 photos visible once you login.
