Show/hide floating box – how do you do it?

I asked this question in another forum and didn’t receive an answer, so I’ll try again. I’m trying to replicate the floating contents box seen in this page.

What’s the plug-in for it? I’m struggling to find one as I’m unsure what to actually search for!
