I’m sorry, not the register page but one of the forums page.

I’m also using WP-Members plugin to block pages. It does block the page unless you are logged in but not the discussions.

Ok, we see all is correct. When you close commenting it only close comment form but comment lists is still displayed. This is the default WordPress logic too.
