Show ALL tags on Post Edit page

    I have trawled the web with no success on this and would really appreciate a solution.

    I’m setting up a client with a WordPress system for their blog. They have 40 tags which are already determined.

    On the New Post/Edit Post screen, there is only the option to “Choose from the most used tags”.

    I need it so that ALL tags are choosable, including those with no posts currently in them (empty tags).

    Can someone help me with some code for functions.php to show ALL available tags including empty ones in the post editor, rather than most used/recent tags?
