Should the_content filter be applied multiple times?

I recently ran into an issue with a plugin that used the_content filter to add code which was being added multiple times as the the_content filter was applied to multiple text areas in my theme.

Does anyone have a definitive answer on whether the filter should be applied only once to the main post content or other content (widget content, custom areas etc.) as well?
