Shortcode [woocommerce_login_form] Not Displaying Form”

[woocommerce_login_form] is not a valid WooCommerce shortcode.

[woocommerce_my_account] will display a login form for users who are not logged in.

I have an additional question: is there a way to display only the login form (without header and footer) for non-logged-in users, while showing full account information along with the header and footer for logged-in users? Would this require additional configuration or custom coding?

Yes, it is indeed possible to achieve what you’re looking for, but it does require some custom coding. You can use WordPress conditional tags to check if a user is logged in or not.

You can easily create a workaround by making a template, possibly with Elementor or Gutenberg, without a header and footer. Then, use the [woocommerce_my_account] on this page. Finally, use another plugin to redirect users who aren’t logged in to this page. Here are some of the plugins and guides that might be helpful to you:
