Shortcode not working?

The plugin is passing defined url parameter and redirecting to the correct page, but the shortcode on the second page isn’t being processed – I’m seeing the shortcode instead.

I’m working to install an update to my theme and everything is working perfectly on my live site, but the duplicate pages on the staging site aren’t processing the shortcode. Both installs are on the same hosting account.

I disabled all plugins except CF7 and it still didn’t work.

What would prevent the shortcode from rendering on one and not the other?
