Shortcode not rendered when used as form value

I have tested the plugin locally using their “Automatic download & update of Maxmind GeoIP Lite City” database option. The correct shortcode is ‘[geoip_detect2 property=”city”]’. If you add this in “Text” mode of WordPress content editor, the city will be displayed properly. However when the same shortcode is added inside a form value such as ‘<input type=”hidden” name=”CITY” value=”[geoip_detect2 property=”city”]”>’, the shortcode is no rendered at all.
?Can you please let us know a way to make this work inside a form?
