shortcode issue and suggestion

This shortcode is ok [cookie-control] but I would like to add the option to choose which cookies accept and which not, instead ot disable all in one click.

This code instead has a bug, because I have inserted it after 29 lines, but it is showed on the top: [cookie-list]
