Shortcode Failure

I have installed correctly and when i use the shortcode: [tbd_link url=\”URL\”]link text[/tbd_link] it works fine till I click on the link and it does nothing and just refreshes the page and adds a # at the end of the domain like: https://birminghamiu.co.uk/#
Why is this and how can I fix it please?
