Short Codes and CSS Not Working Properly

I am using the following short code instead of the actual widget on a page within my site and found that the thumbnails, excerpt and date are still being displayed when I have set them to false. Though the limit changes to whatever I change it to.

[rpwe limit=”3″ thumb=”false” excerpt=”false” length=”15″ date=”false” post_type=”post”]

I am also having trouble using custom css that I add to the theme customizer. The post title doesn’t change to the size I have indicated even if it includes !important.

What can I do to fix these?
