Shop not available in your region

From the error message “Shop not available in your region”, I suspect you’re at a location that Facebook commerce is currently not available at.

This is not something we could assist with as the Business Manager is part of the Facebook website itself and not the free Facebook for WooCommerce plugin. For assistance with creating Shops within the Business Manager on the Facebook website itself, we’d suggest reaching out to Facebook support.

Here is what I did.

I created a normal shop from the Facebook page
Doing so created a new catalog. Then I connected this catalog with Woocommerce.

Worked like a charm for me
