Shop manager cannot create users

    Hello!
    I have activated MEMBERS on a subsite of a multisite installation. My intention was to allow shop managers the capability to create users. So i went to the users tab and checked the create users option. Then i tried logging in as shop manager, but still dont see any option to create new users. How to do that?
