Shipping zones and shipping methods with minimum cart price amount

    Greeting,
    I have a simple problem but I’m totally stuck. I need to create 3 delivery zones.

    Example:

    • Croatia: Free Shipping (minimum cart price/amount 50 € to make payment)
    • Europe: 35 € delivery (minimum cart price/amount 500 € to make payment)
    • World: 100 € shipping (minimum cart price/amount 1000 € to make payment)

    For zones that have delivery, the minimum cart amount must be calculated according to the subtotal cart amount, without the shipping rate. I am grateful for any help or direction.
    The question is how to assign the Flat Rate shipping method a minimum price in the cart?
