At the moment, the only free way to achieve that is to create separate shipping methods for each fixed rate, enable it for desired products, and disable it for other products. To be honest, the suggested way is time-consuming enough, I’m sorry about it.

Alternatively, it may be possible to limit the shipping zone for products with fixed shipping rates by creating a custom solution using Ecwid API: https://api-docs.ecwid.com.
Note that this requires programming skills. You can do that yourself if you have coding experience, hire a third-party developer, or I can submit a request to our customization team so they can implement this feature for your store.
Our customization service works on a paid basis. Their hourly rate is 100 USD. The minimum quote is 3 hours which equals 300 USD excl. tax.
