    Woocommerce v2.6.1

    I’ve added a shipping zone “USA” to charge $4 per item and that is working fine. country/region USA fee 4*[qty]
    I’ve set up a 2nd shipping zone “Canada” to charge $19 per item, and set it up the same way (except of course for selecting Canada as the country) and the amount: 19 * [qty]
    When I add items to the cart and enter a shipping address in the USA I get a shipping charge of $4 per item in the cart.
    When I log out and enter as guest, and give a new shipping address to Canada, it just says “Canada” where the shipping charge should be and no charges are added to the subtotal.
    what am I missing?

    It was a plug-in for Table Rate Shipping in Woocommerce that was conflicting. I was using Shipping Zones in the Table Rate Shipping plugin, and then the update to Woocommerce added Shipping Zone functionality. Disabling the Table Rate Shipping plugin allowed the Shipping Zone functionality in the new version of Woo, to work correctly.
