Shipping Zone Flat Rate not working

    WooCommerce shipping zones are setup. Australia has a simple flat rate.
    However, the cart never finds the shipping rate. If I enable the shipping calculator, it says “There are no shipping methods available …”

    When Debug is turned on I get the message “Customer matched zone “Australia” yet it cannot locate the flat rate!

    Tried searching the net for solutions but cannot find anything to help.

    Using latest versions of wordpress and woocommerce.
